Serena despises Carlos mainly because of her crush on Christopher which sets the identical agents apart and she hates the fact that he tried to eliminate her crush.
Serena then meets Carlos again but with little time to fight because of an interruption from an enemy ambush in the Tower of Mastery.
Later in the series Carlos teamed up with Shadow to try to bring down The Government but Serena and Christopher successfully thwart them both bringing their attacking attempt down.
